L’origine du terme est incertaine. Au lendemain de la révolution russe, le mot hooligans désignait les voyous, jeunes inadaptés, vagabonds qui circulaient en bandes, ignoraient la légalité socialiste et parfois commettaient des exactions. Par la suite, les jeunes, étudiants ou ouvriers, accusés d’indiscipline par le Parti communiste, ont été régulièrement traités de hooligans. À certaines périodes, de véritables campagnes stigmatisant le fléau social que représentait le hooliganisme ont été menées par l’État et le parti, tant en Pologne qu’en U.R.S.S.

Le terme désigne maintenant un jeune qui se livre à la violence et au vandalisme, spécialement lors de manifestations sportives.
